And that's the tricky question, in this globalized world, should any manufacturer, that has a US base(not necessarily HQ) and at least 10.000 American workers, be able to bid for providing the presidential limo?

Cadillac CT6 limo anyone? Sounds like the perfect way to market a product, even if the presidential version with foot-thick walls shares nothing with the production version other than a badge.

I've wanted to see a limo with the front fascia of the current CTS for some time now - I think said front fascia would lend itself well to the Beast's looks.
I'd like to find a picture of a regular CTS made into a limo, but it seems that everyone else is content to order the XTS limo.

I believe the requirement is that the company's headquarters must be in the United States, so, Fiat Chrysler may no longer be eligible, since they're based in London. Unless FCA US LLC still counts, since they're in Auburn Hills, and if they do, than Nissan North America/Toyota North America/American Honda etc. should too, since they're also US-headquartered subsidiaries of foreign companies.
The bottom line is that they probably want a domestic US brand name on the vehicle, which is pretty typical for head of state/head of government transportation in every country that has an auto industry worldwide.

Keep in mind that the Beast has to be built on a truck platform due to the weight of the armor and other stuff, so that does limit things a bit.

They used a medium duty kodiak platform to build the current limo (which GM no longer makes). Maybe they can modify a HD GM pickup but it seems like they will need to borrow a frame from a truck maker if GM gets the bid.

But Honda exports more than it imports, helping with our unequal balance of trade. And the Camry is one of the most American cars on the market in its components.
I believe that every manufacturer who has a regional HQ here, and at least 10.000 workers(or 25.000 NAFTA workers if you will), should be allowed to bid. I'm sure Obama would approve such an idea. The Secret Service? Not so much.
